Court Counter vs Columbia County Clerk
Columbia County has two practical clerk channels. The Circuit Court records counter handles state case records and court copies. Columbia County Clerk Debbie Klug handles marriage licenses, recording, passports by appointment, county records, elections, and related county clerk duties. Oregon public records law also affects county administrative records. ORS Chapter 192 governs many public-body records requests, fees, exemptions, and petition routes.
For court case records, Oregon court-record rules and OJD procedures still control access through the trial court records counter.
The easiest way to choose between the two offices is to look for a case number or a recorded-document context. If the record has a Circuit Court case number, hearing date, judge, filing, judgment, criminal charge, divorce decree, probate order, or court audio request, it belongs with the court records counter. If the record involves a marriage license, certified marriage copy, recording fee, lien recording, DD214 recording, or county department file, it belongs with the County Clerk or county public records custodian.
County administrative requests may be submitted by web form, fax, email, or mail to the Custodian of the Records. The county form routes requests by department, including County Clerk, District Attorney, Justice Court, Juvenile, Sheriff's Office / Jail, Transit, Tax Office, and others. That form does not replace the OJD records request process for Circuit Court case copies. A requester who sends a court case request through the county department form may lose time while staff redirect the question.
Certified court copies should be requested with the document name and case details. Certified marriage copies should be requested with the party names, marriage date if known, license number if known, copy count, amount enclosed, and mailing address. Those are different forms, different fees, and different record custodians.
For confidential court material, the court records counter cannot treat an ordinary copy request as permission to inspect a sealed file. The Columbia confidential-record form requires the case number, case caption, applicant name, attached records request, a stated reason for inspection or copying, signature, contact details, and a court order granting or denying access. Juvenile, adoption, mental health, VAWA-protected, and sealed records may not appear in the free search at all.
For routine public files, a narrow request is faster. Include the case number, complete party names, filing year, document title, whether certification is needed, delivery method, and phone or email. If audio is requested, include the hearing date, time, courtroom, judge, and whether a certified CD is needed. Payment must be made in full before processing, and certified or exemplified copies must be printed in color when required for third-party use.
