Search Columbia County Court Records
Most Columbia County Court records begin with the Oregon Judicial Department's statewide search tools. The free Online Records Search gives basic public case information for Oregon circuit courts, the Tax Court, the Court of Appeals, and the Supreme Court. It can show party names, event entries, dispositions, and case status, but it does not provide court documents. The official register of actions for non-confidential circuit court cases is OECI/OJCIN or courthouse terminal access, not the free public display.
The OJD Online Records Search portal is the no-registration path for a Columbia County Court records lookup. Before searching, collect a case number, citation number, business name, or party name in last-name-first format. Names with spaces, hyphens, or uncertain spelling may need more than one search. Wildcards and Soundex can help, but OJD cautions that those tools have limits and cannot be combined.
The captured OJD portal screen shows the public search entry point used for Columbia County Court case lookup.
Use that statewide court portal first for Circuit Court matters, then move to local court or agency channels when the case type falls outside OJD's public search.
- Open Smart Search and enter a case number, citation number, court record number, or party name.
- Use advanced filters for court location, search type, filed date, and case or judgment scope.
- Narrow broad name searches because the free results list can stop at 200 matches.
- Review the case summary, event entries, hearings, and disposition fields shown in the public result.
- Request copies from Columbia County Circuit Court if the online display does not provide the document needed.
| Smart Search Field | Use | Notes |
|---|---|---|
| Case or citation number | Fastest exact search | Dashes may matter in some systems, so try the number as printed first. |
| Party name | Person lookup | Use last, first format and try variants for hyphenated or spaced names. |
| Court location | County filter | Limit results to Columbia County Circuit Court when the filing court is known. |
| Filed date | Date range filter | Useful when common names return too many cases. |
| Search type | Advanced search path | Options include case number, business name, attorney name, citation number, and judicial officer. |
Columbia County Court System
Columbia County's primary trial court is Columbia County Circuit Court, part of Oregon's Nineteenth Judicial District. Circuit Court handles felony and misdemeanor criminal cases filed in state court, civil cases, divorce, family law, probate, guardianship, conservatorship, juvenile matters, protective orders, and other trial-level state court work. Appeals generally move from Circuit Court to the Oregon Court of Appeals.
Lower local courts still matter. Columbia County Justice Court sits in Vernonia and handles many citations, traffic violations, boating, fish and game, parks, county ordinance, and state agency citation cases. Municipal courts in St. Helens, Scappoose, Columbia City, Clatskanie, and Rainier handle city-code, traffic, parking, local criminal, violation, and warrant matters. That split is why a Columbia County Court search can require more than one portal.
The Columbia County Circuit Court landing page identifies the state trial court and links to local services.
The court page is the starting point for state case services, while Justice Court and municipal courts remain separate for many citations and local cases.
Case flow: Citation or filing › Justice, Municipal, or Circuit Court › hearing or case events › judgment, dismissal, sentence, or order › Oregon Court of Appeals when an appeal is allowed.

Columbia County Court Locations
Columbia County Court users often start at the St. Helens courthouse for Circuit Court records, hearings, calendars, jury service, and copy requests. County offices in or near the courthouse annex include the County Clerk and District Attorney. The Justice Court is not in St. Helens, which is a key practical point for traffic and citation users from Vernonia, Rainier, Clatskanie, and nearby communities.

Columbia County Court Record Types
Columbia County Court records can include criminal case files, arrest-to-charge records after a booking, civil cases, family and divorce files, probate matters, juvenile cases, adoption files, protective-order cases, traffic and parking cases, and judgments with money awards. Each type follows the office that made the record. Circuit Court records use OJD search and Circuit Court copy channels. Municipal and Justice Court citation files may need those local court offices or the Oregon Municipal Court portal.

- Civil records: lawsuits, judgments, money awards, and some municipal civil or code cases.
- Family and divorce records: dissolution, separation, annulment, custody, support, and related orders in Circuit Court.

What Columbia Court Records Show
A public Columbia County Court record usually shows the case number, filing date, case type, status, court location, party names, event entries, hearings, and dispositions. OECI can also show the Register of Actions and, when available and permitted, documents. Free OJD search does not display Social Security numbers, addresses, protected personal data, or documents, and party information in the free system is limited.
| Field | What It Shows |
|---|---|
| Case Number | The court's identifier for the file or register entry. |
| File Date | The date the court accepted or opened the case. |
| Parties | Names of defendants, plaintiffs, petitioners, respondents, or businesses when public. |
| Events | Docket entries such as filings, hearings, orders, and case activity. |
| Disposition | The current or final outcome of a charge, claim, citation, or case. |

- Disposition
- The outcome of a charge or case, such as dismissed, convicted, judgment entered, or closed.
- Bench warrant
- A judge-issued order, often tied to a missed appearance or failure to comply.
- Set aside
- An Oregon court process that can limit public access to eligible arrest, citation, charge, or conviction records.
Columbia County Public Access Rules
Court records and county administrative records use different public access rules. Circuit Court case files are Oregon Judicial Department records, while county administrative records, sheriff records, County Clerk records, and some Justice Court or department records use Columbia County's public records request process. The free statewide court search is useful, but OJD states that the official register is OECI/OJCIN or courthouse terminal access for the case types and users allowed.
Key Oregon access laws:
ORS Chapter 7 governs court records and includes the court register authority tied to OECI.
ORS 192.311 to 192.478 covers Oregon public records requests to public bodies, including fees and exemptions.
ORS 137.225 provides Oregon's adult set-aside process for eligible conviction, arrest, citation, and charge records.
ORS Chapter 419A restricts ordinary public inspection of juvenile records and defines juvenile expunction procedures.
Restricted Columbia County Records
Not every Columbia County Court record is public online. OJD excludes adoption, juvenile, mental health adjudication, and some Violence Against Women Act records from the free search service. Personal identifying information, including Social Security numbers and addresses, is also removed from public displays. Sealed records, confidential case documents, and some protected filings require court permission or authorized status.
Columbia County Circuit Court directs requesters seeking confidential records to call the court or complete the Request and Order to Inspect or Copy Confidential Records form. That form asks for the case number, caption, applicant identity, the records requested, the reason for access, a declaration, and a court order granting or denying inspection.
Columbia County Treatment Courts
Columbia County Circuit Court runs treatment court programs for eligible people in criminal justice or child welfare cases who have substance use or mental health needs. Behavioral Health Court can serve people with diagnosed mental illness in certain felony, probation violation, post-prison supervision, or misdemeanor contexts. Adult Treatment Court is aimed at adults with substance use issues who meet risk and assessment criteria.
The Columbia County Treatment Court page describes Behavioral Health Court, Family Treatment Court, Adult Treatment Court, and Veterans Treatment Court eligibility.
Treatment court records still connect back to Circuit Court case files, calendars, and public access limits when a case is not confidential.
Columbia County Jail Records
Sheriff Brian Pixley oversees the Columbia County Sheriff's Office. The jail is separate from the courthouse at 901 Port Ave. in St. Helens. The jail page states the facility was built in 2000, has 258 beds, and averages 180 inmates per day. The jail roster shows current custody information, while court records show filed charges, hearings, pleas, and outcomes after a case opens.
The Jail Inmate Census provides the current roster notice and inmate-service links.
Use jail custody records for current booking, charge, bail, and release information, then use court records for the filed case and disposition.
Columbia Marriage Divorce Probate
Marriage licenses and certified marriage copies are County Clerk functions, not Circuit Court case files. The Clerk requires an online marriage application before the appointment, both parties must appear, and the license can be used only in Oregon. Divorce and probate records are Circuit Court records. Divorce cases arise under Oregon domestic-relations law, while probate covers estates, wills, guardianship, conservatorship, and protective proceedings.
The County Clerk contact page identifies the Clerk office that handles marriage and recording services.
Route marriage records to the County Clerk and route divorce or probate case copies to Columbia County Circuit Court.
Columbia County Traffic Courts
Traffic court records in Columbia County can sit in Justice Court, municipal court, Circuit Court, or Oregon DMV records, depending on the citation. Justice Court handles traffic, boating, weighmaster, fish and game, parks, ordinance, and citations from agencies such as ODOT, Oregon State Police, the Sheriff's Office, Animal Control, six municipalities, and other agencies. City citations may belong to a municipal court, while DUII and other criminal traffic cases can become Circuit Court criminal files.
The Columbia County Justice Court page is the county traffic and violation starting point for many non-circuit citations.
Read the citation first. The issuing court controls where to search, pay, contest, or ask about traffic school.
Columbia County Copy Fees
Circuit Court copy fees are set through the court records channel and must be paid before processing. Certified and exemplified copies must be printed in color when required for third-party use. Audio requests are separate from written transcripts; the court sells audio recordings, and a requester may then contact a transcription service.
| Item | Fee |
|---|---|
| Paper standard copy | $3.00 per case request plus $0.25 per page |
| Paper certified copy | $5.00 plus $0.25 per page |
| Paper exemplified copy | $10.00 plus $0.25 per page |
| Electronic certified copy | $5.00 plus $0.25 per page |
| Audio hearing electronic recording | $10.00 per records request |
| Mailed delivery | $3.00 per case request plus $0.25 per page |
County Clerk fees differ. Recording examples include $91 for a first page, $5 for each additional page, and a $20 nonstandard document fee. Marriage licenses are $50, with certified marriage copies at $8 for the first copy and $4 for each additional copy ordered at the same time.
Columbia Public Records Requests
When no court database or local portal provides the record, Columbia County's public records request form is the fallback for county administrative records. The form can route requests to many departments, including the Sheriff's Office and Jail, District Attorney, Justice Court, Juvenile, County Clerk, Transit, Tax Office, and other county units. The requester must give enough detail for staff to identify existing records; the county does not have to create a new record or explain records that do not exist.
The Columbia County online public records request form collects requester identity, department, contact method, record description, and upload fields.
Use public records requests for county agency records, and use OJD or Circuit Court copy requests for state court case files.
Columbia County Court History
Columbia County was established January 16, 1854, and the county seat is Saint Helens. OJD states that the first district court met in 1854 in Milton, which served as county seat until the seat moved to St. Helens in 1857. The present courthouse was built in 1906, the clock tower and bell were added in 1910, and the courthouse annex was built in 1968.
The county overview page lists the county seat, courthouse address, establishment date, and elected officials.
Older records may follow older office paths, especially marriage records, which are historically County Clerk records rather than Circuit Court case files.
Columbia County Court FAQ
Where are Columbia County Circuit Court records searched?
Use OJD Online Records Search for basic public case information, OECI/OJCIN or courthouse terminals for the official register when access is allowed, and Columbia County Circuit Court copy requests for documents. Free search does not provide documents.
Is the County Clerk the court clerk?
No. The Columbia County Clerk handles marriage licenses, recording, elections, county records, and related county functions. State court case records are handled through Columbia County Circuit Court and the Oregon Judicial Department.

No official countywide sheriff active-warrant search was located. Check the underlying court case, contact the issuing court, use St. Helens warrant-clearance instructions for that municipal court, or contact the jail or court for surrender logistics.
Are Columbia County traffic records the same as DMV driver records?
No. A court traffic record shows the citation case, plea, fine, warrant event, dismissal, conviction, or trial result. An Oregon DMV driver record shows license status, convictions reported to DMV, suspensions, and driver history.
